Title: Old Shaving Dish with Horse

I know this is an antique shaving cup, its steel, i think....could anyone give me more information on it, i can't find one like it anywhere.

Does it fold up ?? I had one like that if it does !!  Its a portable shaving set, had a soap, brush ect and folded to carry, move it or pack it up !! Mirror on the top !!
