I am afraid you can`t date it other than to say it was made somewhere between 1950 and today !!  These are just made as knick knacks to sit on a shelf for cat lovers !!  Tail wrapped around would be the handle !!  If small can be used to put on a cats collar !!  They make all kinds collar bells !!

Ah, I see you've already solved this one.  4cm does seem a bit large for a charm...

at 4cm...and hanging around a kitty,s neck...would..make kitty the size of a puma.....

Just checked and 4cm is about 1 3/4 in or a hair more !!  You must have really tiny cats Wullie !!
