Title: Need Help Identifying this Item

Hey again. I have another old item that I need help identifying. I think it was an ammo reloader. But, I could be wrong. Do you know what it could be? What it was used for? The period/era it's from? And the worth?  Thank you in advance.  ;D

I think you are right, a reloading tool for the old "full brass" shotgun shells, to wit:

Nailed in 1....it must be that Mt..air.... ;D..i,ve ran out of the you know whats...so you,ll have to settle for these...
