Title: What's this type of plate called?

I'm trying to figure out what this is called and who the maker is.  Its diameter is 8in.  I've seen some similar plates by pottery makers, calling them art tiles, but then I've seen them called trivets or tea plates, too.

The back is marked 1646 7 R

How thick is it?

Looks like a hot plate trivet to me!
