I have acquired this press.  I have no idea what it is or it's value. Can anyone help me

You need Rauville and Cogar on this one !! They would likely know !! Can you flip the pic so its straight ??

I would guess a "Drill Press Stand", for clamping an electric hand drill in. What does the tag say?

Because of the "precision" adjustment screw at the top ..... I'm guessing it is an adjustable "punch press".

The "locking" clamp on the right is for "height" adjustment for the "piece" being "punched", ..... aka: rivets, holes, bearings, etc.
