Title: Western Germany stein w/ a pop up matches holder

Hello,
I'm hoping someone may be able to help me with this unique piece. I have not been able to find anything like it. What I do know, this piece is stamped "made in Western Germany" and #4. When the lid is opened a cylinder inside pops up and it contains a leather container filled with matches. Any help is appreciated. I'm looking for age, value, or guidance.

Does the insert appear to be brass?

I think so, it looks like brass.
