Sure looks like a cap-gripper , for assembling lids onto hot canning jars (a home-canning tool)  !

OR is it a jar wrench?  (aka Jar opener)?

Done lots of canning and this would be difficult to lift out of hot water without burning oneself - they generally lift with handle above the jar so you don't burn your hands in hot water.  But I imagine they could have made some like this.

Someone on etsy thinks it could be for exercising grip ..... or removing jar lids

That's what I've always referred to them as: http://deannamoyers.ecrater.com/p/20130400/antique-wood-handle-jar-lid (http://deannamoyers.ecrater.com/p/20130400/antique-wood-handle-jar-lid)

Would help if it had something on the inside to grip the jar !!

The really old ones didn't have notches or rubber to grab Mart.
