Sure looks like a cap-gripper , for assembling lids onto hot canning jars (a home-canning tool) !

Its a little small for mason jars but sure looks like somthing similar !!

OR is it a jar wrench? (aka Jar opener)?
Done lots of canning and this would be difficult to lift out of hot water without burning oneself - they generally lift with handle above the jar so you don't burn your hands in hot water. But I imagine they could have made some like this.

The really old ones didn't have notches or rubber to grab Mart.

Only ones I have seen were notched !!
