Title: What Style are these Swivel Sconces and What the Heck is the Amber Glass Thing?

Picked these up at auction.  (I misplaced the mounting brackets, already  :o)  2 amber glass pieces came with the lot.  I can't figure out what they have to do with the sconces.  At first I thought maybe a snuffer, but that doesn't really make sense.  They are about 3 1/2" tall.

I would say that you have a couple of smoke bells.
