Don't know why but every time I see this I think Italian.  Maybe because of the coloring.

Is it a platter or a bowl?

Looks like a bowl to me !!  I think Staffordshire potteries !!  Sheep !!  Have not heard of many sheep in Italy,, but then again,, what do I know ??
