Title: Photograph but another

And also this one in my belongings I can't find the name with the face ? But do think myself that it could be the German Emperor maybe ? Help me out off this question please  ;)

Seen that also but maybe changed with retouching the photographer gave him flatter ears ? Retouching was used a lot in the old photography .
