Title: silverplate bowl holder trash or treasure?

Hi ws wondering if anyone can tell me if this is worth anything? I think it is a bowl holder and have been told that it is probably from late 19 early 20 century....it is stamped JS&S i think is it worth holding onto or should i throw it out?
