Title: Candle holder markings

Any opinions on the markings or history of this old candle holder?
Got it at a yard sale from a very nice old man about 20 years ago.His asking price was $2.00
8" X 4" and still has what's left of the original candle.Thanks

This might have been a 5-finger discounted item from The Drake Hotel in Chicago OR if they had a changing of the guards sale

The IS is for International Silver 5086 i the pattern number.  It is silver soldered which means that the pieces are "glued or soldered together" with a solder composition of silver, copper, and zinc.  This is silver plated.

Any guess on how old it is...20's,30's,40's???
