Title: I.W. Harper tray

I recently found an old I.W. Harper Distilling Co. tray. It is 19" across, has flags of other countries around the edge, and a stately gentleman with a scarf, tophat, and cane, bowing and tipping his hat. I was just wondering if anyone had any info on it. It's in good condition, with minor flakes on the edge. It says "The only bourbon enjoyed in 110 countries. The envoy of goodwill wherever served". The gentleman is wearing a scarf and ribbon on his hat with flags of the various countries.  Thanks so much.
