any idea  how old or value ? no markings that i could find front wheel  hub has rot ,is it worth restouring

The pic is very small to see what you have other than it is an old scooter. I do not think there is any reason or market to spend money on restoration unless it has some personal significance. Old scooters are common and unless it is a special early aerodynamic model, I do not think the money is there.
