Title: Copper covered dish

I have 9" copper covered hinged oval dish, looks like an ash tray to me, with small handle placed near the hinge.  The top has a etching of a dragon or a lion.  The bottom has a number and 3 very small crest looking symbols.  No name is on this piece.  
Can anyone help me identify who made this and exactly what it might be?

Hi..........without looking it sounds like you might have a "silent butler". The butler or host of the party would empty ash trays into the larger "silent butler" like yours. Just a guess though. Many styles of these came out of the orient........metal(s), wood, etc.
