Title: Paul H Flandrin Christ mourning the city print or ?

Have this old picture many moons now and still are not able to read the name after the Copyright .  Try d a lot off different ways of spelling but no luck yet in finding this name of publisher ? If you look with a magnifying glass it's like the ink or paint is on the surface off the paper so how is this been made also ?   So would like a lot more to know about this print.drawing.paint ing .
