Title: ID license plates

Can anyone offer some assistance in id'ng what type of plates these are?  I am preparing to sell some items and am lost as to what type they are.

I believe they are weight tags off of commercial trucks determining the maximum gross weight classification of the vehicle.

Ditto...or trailers!  Different states/countries have different types/styles.
