Title: Silver Serving Set - Italy

I picked up a fork & spoon recently that I found to be very intriguing but have not been able to find much information about it.  Was wondering if anyone could help me out?  Here is what I do know:  It appears to be hand made & has ITALY carved into the back of the handle, there are 2 lions & a crown with a circle that has 6 dots on the top, from what I have gathered so far I believe they are from the 1800's.  I did take the set to the local jewelry hospital to have the metal tested & verified that it is SILVER.  If anyone has any info to share it would be greatly appreciated.  Please see attached photos.

Almost look like a childs set !!
