Title: Help with Vintage Glass or Crystal Bowl. Gold Leaf and a Blue pattern

Hello all,
 
My brother gave me this 40 years ago and it was an antique then. I have no idea what kind of bowl you call this, it looks like a candy dish to me. Does anybody have any idea of its origin or value?

Doesn`t appear to be gold leaf,, looks like a 70`s era sponge painted candy, nut or relish dish !!  How big is it ??
