Title: Is this mark silver and what date would the piece be?

Hello,
I recently bought this set, I was just wondering what are the hallmarks, are they silver (what purity) and what age would they be?
The seller told me it is American silver but I`m not sure.

I cant find it for some reason on thats sight but it looks like a plated hallmark sadly.
