Well,, Looking at this pic,, I might change my opinion of the Jack idea !!  This seem to run horizontally along a track !!

A jack on a track. It seems like the perfect thing for a body shop or garage.

Rather looks like a 'binder' , a tool used for tightening (depending on the device) chain , cable , straps , typically used for 'strapping-down' loads on trucks & trains & so on .
Would sure like to see a complete set of pics on this cool little one , lindasguy !
