Title: oil painting Cromwellian ?

 I recently found this painting at a car boot sale  I believe it is 300 yrs old however it would be amazing if anyone knows who he is !!!

As you can see the frame is superb  in walnut  the man wears a ruff and it looks like a coat of arms may have been removed  he also seems to have a hole in one ear ! all any info most welcome !!!

Can you take a pic of the back please ?? A bit closer than the front shots !! The way the canvas is attached and its appearance can give a clue as to date !!  Or is it done on panel ??

17th century by the look of it, though I can't tell if it's a reproduction or an original.
