picked this up at the flea market in a bag of camera stuff. argus is a big photography company, but after looking around on the internet, i cant find anything that looks like this. it has a small blade on it, in an odd shape. anybody have any idea on what this is, and what its used for? thanks so much!

I think what you have is a film Splicer for 8mm or 16mm Film.
