Title: 23 kt gold plate

I have an old plate that is outlined in 23KT gold and what looks like a gold snowflake in the middle of the plate. The only thing it says on the back is Milbern MFG 23kt gold USA. Anybody ever see such a plate or have any idea what it may be worth?
