Ornate silver thing. Tightens via screw with spikes inside....for food or a tool? Not sure at all. Any suggestions are appreciated!!

I’m thinking a similar item was posted hereon and if my “rememberer” is working correctly it was identified as a dining table “serving” utensil for something or other. But I don’t remember what the “item” was that it was used for serving.
