It is the base of a "Gone with the Wind" Lamp. It once had a matching globe that rested on the ring around the font. They date anywhere from 1850 to 1930. Very hard to date. This one appears to me to be from around 1910 but that is just a guess. Look on the adjustment knob for a name or date.

Can you think of another collectible item that is named after and known by a movie? Before 1939 the lowly parlor lamp must have led a rather dull existence. ;)
