Any ideas as to what he's wearing, specifically the badge on the tam ?
Know anyone who would ?

He,s wearing a Scottish Tam,..as for the Badge,..I,ve someone working on it, he,s the son of a local sheep farmer, from Glen Esk...as this pic was taken by A&G Taylor,photographers to the Queen,...i will by the attire that this Shepherd is wearing..say it must be Victoria,...and as they say up here..we,ll find it...Hook or by Crook...

I think you would be correct.
I know I don't need to stick my nose into it...but if you search:
Pentland Lodge 2323 you will find a couple of badges for sale that look similar to me.

(I also see that the photographers were granted the Royal Warrant in 1886.)
