My guess would be some type of Absinthe strainer But just a guess.

I,ve had Absinthe...it is thicker than most spirits...but not that thick...i think maybe you are thinking of an Absinthe spoon.....see link and take yer pick...

Yes that's what I meant place sugar cube in strainer pour absinthe over cube place on top of glass with water and tip bottom bowl with absinthe and sugar mix into glass.

I was thinking along the lines of the use for tea.  Once used it would drip the last bit.

Does the piece come apart?

Not saying this isn't for absinthe...Just haven't seen a topper with this many holes used for it!
