Why the wax stamp / seal ? Chinese items had to have the wax stamp on them for export at one time but from what i can see, the " letters " on the seal are English ?

It is, it's a Chinese " jian ding " seal for export purposes.

I'm not sure what type of material it is it kind of looks like leather but hard like wood it measures 3" x 6"

A basic Chinese pot ?
Any sign if it had a cover / stopper ?

No signs of a lid at all....this is really bothering me, I can usually figure out quickly on my own what something is, I was going to put it on ebay but I have no idea what to call it ??? ;D

Be interesting to see the response on Ebay because i think it's worth £10-20 but it has potential to do a bit more and you never really know with Fleabay. " Mid to Late Qing Dynasty " should cover it

you just never know with ebay....if a guy can sell a half eaten brussels sprout...then who knows what..this. what is it, will fetch...me ..i now think it might be a lidless ashes pot....y,know...ashes to ashes..... ;D
