Santa`s elves !! Think your right KC depending on its size ??  JCPenny`s window back in the 50`s down town Dallas !!  That's what it makes me think of !!  Does it move in anyway ??  What size ???

His arm moves up and down and he sits 29 3/4 to the top of his hat.  Works great.

Look for any markings/id's on it.

Ebay has bunches of them!

Just search "vintage animated store display"
