I have found a few items like this out there:
http://www.ebay.com/itm/Vintage-Crystal-Glass-Decorative-Bowl-Dish-On-Pedestal-With-Angels-Cherubs-/370854088834?pt=LH_DefaultDomain_0&hash=item5658a05082
BUT they all appear to be brass bases and no one seems to know anything about their maker, year made, etc.
I have another antique centerpiece, bolted like this one, which I know to be from the late 1800s. Maybe these brass ones are remakes? Mine is silver in color (hasn't been tested yet).
ANY information on this piece would be much appreciated

This piece is not from late 1800s it is a reproduction as you can clearly see the casting seams. They also have flipper like hands, Any piece from the 1800s would be done with great artistic perfection you would see every finger, toe, facial expression etc. Would love to see your piece from the late 1800s. :)
