Title: HELP Identifying Vintage Watch Character Please???

Hi everyone, let me first thank everyone for the help in advance. I recently got this vintage mechanical watch and it has a person on it and I cannot figure out who it is, maybe because I'm only 30... I don't know it? Lol. Does anyone recognize who this person is or can read the handwriting???

No clue but whoever it is must have been a TV or Radio personality that came on at 6 and 10pm !! Guessing a newscaster in those time slots ??  Cant tell but if the circles are a 13,, could be a channel number, or could be an odd B !! Just guessing though !!  This could be a promo item !!
