We found this in an old barn that we recently cleaned out. We're not sure what it is so I thought I would post some pics here and see if anyone else might know.

What size is it? My first thought would be a "Buggy Whip and Reins Holder", depending on dimensions.

That is exactly what it looks like !! The bottom part where the spring is looks like the adjustment !! With a bolt through it and tightened that gives more space between the bar for leather thickness !! It would stand upright and buggy whip went in the open section !! !! That kept enough tension on the horses harness that they would not just take off with the buggy !!
