Title: What is this? candlestick? Value?

My guess it that this is a baptismal candle holder or another religious ceremony and the vertical boxes would be for the time and date it took place. This one is unused and unengraved.

A silver commemorative piece. Much like here in the US we have plates that can be custom made with dates/events of birth, christening, etc.
