Title: Has Anyone seen a horse like this one?

Hi!
I got this horse some time ago and I am trying to figure out what it was for.  It doesn't seem like a kids toy.  It is hard with a fiber paper covering it.  It measures 4 1/4" tall and is marked Japan.

Would this in fact be a papier-mâché horse that would have been popular in the US in the 30's to 40's?

Does indeed look like papier mache`!!  Quite collectable too !!
