Title: Shirley Temple Doll?

I doubt it, but you never know, lol. What are yours guys thoughts? Could anyone shed some light on this doll? Thanks.

Any later vinyl Shirley Temple doll I've seen would be marked on the back of the head with ST, followed by a size number.
What is the height of the doll?

Annie doll for sure or Maybe Carrot top in a dress.  lol  No way Shirley.
