The patent you have show is for a valve patented in 1931.

Seems the fellow that made this valve holds 4 US patents (all for export!) and they seem to all relate to salvage diving! :) He developed a telephone, signaling device, the valve and a salvage apparatus.

Try Morse diving helmets, possible US Navy.
They have an oval plaque on the front - seems yours had one at some point.
