Looks like a radiator of some sort !!

Will any of the encrustation soak/wash off or have you tried ?? May take a few days of soaking !! Hard to tell much about it !!

I was thinking some sort of radiator as well but have been unable to find anything similar on cars, tractors, trains , or heating. I have not soaked it; what solution would you suggest?

I would say it must be some type of heat exchanger. Who knows what for though, guess it could be engine or perhaps fire related.
