Title: How to clean old license plate?

Hi all,I know this doesn't have value but I think it is cool. Found this today metal detecting,badly rusted 1938 Alberta plate. Just wondering if anyone has tips on restoring this plate If even possible.i made some progress with soap and water and doodlebug .

Wonder if WD 40 or any of the penetrating lubricant`s would soften that encrustation.  Then an old toothbrush,soap and water !! Might try it on a small spot on back !!
