Repousse,, usually hammered from the reverse side,, this looks like its pressed/stamped in a form or mold !! I don`t see hammer marks !! Probable mid century or later !! Can be sheet brass or tin !!

BTW: The scene seemed to bring up Robert Burns from my ancient memory.
(Yes, I had to look it up. :D)

miles to go before I sleep.
