Title: Victorian Suit Jacket?

Can anyone properly name and date this. I haven't been able to find any info on it. I was told that the velvet and red piping may link it to some fraternal order. Any help would be great.

The only issues I found were a chipped button and the discoloration of the sewn in neck tie. I'm sure the blue of the jacket and the red of the piping were a lot brighter at one point in time.
