Title: Brass Bell?

Hello Everyone,

When I got this the first thing that came to mind was a bell.  The more research I do I haven't been able to find a bell with the arms on the side.  They all swing from the top no matter what kind of contraption they are hanging from.  This one also doesn't seem to have ever had a clapper.  I'm stumped.  Anyone have any ideas?
