Title: Help with item from Persia

I bought this years ago in an antique shop and I was told it is from Persia and it might be a herb measurement tool like for saffran...

Can someone tell me more about it?

Hi, I do not know what this is, but the numbers and the latin letters under the crown make me think it does not come from Persia.

Can you please write out what is written all the way around it?
Also, please post dimensions of the piece?

Diameter is 5,5 cm
Height is 4 cm
Perimeter is 19 cm

Around it is inscribed

on first band:    47 6945491945  P251 (stamp SA like on pic) 5248
in the dark middle, hard to read but i guess:   1942   450
on third band:   60
