I picked up this item at a yard sale and have absolutely no idea what it could be. The base is wrought iron; very whimsical and rusty. There are 2 somewhat removable wicker shelves and a wicker drawer at the top. I couldn't find any identifiable markings on the piece. The lady who originally owned this item stated that she imported it from Africa but couldn't tell me much else. Any thoughts on timeline, value, purpose would be greatly appreciated as I have absolutely no idea what this is.

Looks like a modern liquor cabinet/bar to me. Closes up and can be locked to keep out those who shouldn't be imbibing.
