Looks like a stirrup for a playground swing set.

yet I looked up stirrups and they look a lot alike--

were people just so tiny or a kid do you think?  Maybe a lady?  Not much wear at all but the mark is hard to read so it looked used

Nope !! Not one that would be used on a saddle !! This is a home made one !! The cross bar is too big around and should be a metal rod much smaller than that !!  Didn`t take mine apart to measure but its less than 1/2 inch !!  Now,, remember the horse swings that are made from old tires and suspended from a tree branch !! Could be that this stirrup was made for something similar !! I have seen those where strips of inner tube were used to attach a stirrup !! The big crossbar would be good for that !!

that would make sense mart as there is more wear and tear on the top piece-nothing on the piece where feet would have hit it time and again

A search on Google Images revealed many wooden stirrups with a heavy wood dowel like that but they were quite a bit roomier for the foot. I think it may have come off a ride or carousel.

This would have been for children/kids.

Could have also been a piece on a rocking horse!

Could be like you and Frogpatch said !! Just noticed it is flat on one side like it may have been attached to something solid !!
