The Champagne cutters are marked BUCK I am guessing it maybe the same company as make knives. Two Cheroot cutters in the form of Champagne Bottles marked with different manufacturers and a wine bottle dispenser As you can see it replaces the cork allowing the tap to be used to dispense the drink. I would suggest for some vintage port etc that must not be disturbed. Any other suggestions welcome

The top one, a champagne wire cutter tool (nippers, dusting brush) is interesting...so many were made with a cork screw as well and yours doesn't appear to have one.
Average prices $180- $250 with the cork screw.

Believe your bottom item would be called a Champagne Tap or Cork Replacer! Thus it could dispense the liquid.

The only sales price I could find for one of this type was on the collectorcorkscrews .com for $133.23 and it lists it as a Cork Replacer Tap. I am willing to bet the value is slightly higher on these due to the unique style/less commonality of the piece.

As for your cigar cutters, Tobacciana is very collectible and prices just keep going up.
Unfortunately, there are many different types/style of Victorian/Early 1900's out there for sale. Would need to see yours better to try and help on these.

K C will try to get some better photos in a while. As for the Cork re placer I think it is just that, not for Champagne as I have tried it on a Champagne bottle and it does not fit so think ordinary wine bottle which it does fit. The screw taps yes Champagne got one somewhere damned if I can find it
