What does it appear that the white part is made of? Cotton, feather?
Looks tribal to me. Part of costume? Decor for hose saddle?

They appear to be made of bucktail. They look native American to me. Possibly horse (not hose, got the typo lol) saddle decor, as KC said, or costume decorations. How big are they? Someone thought enough of them to frame them.

Decoration of some sort !! The white may be the plumage of white peacock tail !! Many pick them up and use as decorative items after they shed !! I only had the colored peacocks,,always wanted a white one !!

The material looks just like the bucktail on my saltwater fishing jigs. Add a weight and a hook and those would probably catch fish. Whitetail deer have long coarse white hair like that on the bottom of their tails. It was often used as as decoration.
