Title: What Kind of Scissors Are These?

Says "H.S.B & C - Germany" What were these used for exactly based on how they're made/how they look? Thank you. :)

Looks like a nice old "Wick Trimmer", retailed by Hibbard, Spencer, Bartlett & Co. (True Value Hardware today), sometime prior to WWII.
