It is like a shoe form for leather shoes but for harnesses and horse collars.  It is adjustable so the saddler can make the harness to fit The size of the horse.

They were basically a vise or clamp that held the section of harness or leather that needed to be stitched together. Back when you depended on horses, you would sit with this vise between your knees and repair whatever had gotten broke during the previous days work. ;)

I am doing some work for a older man in his house and finding these things love finding things like these but many I don't have a clue what they are or what they were use for.  Thanks for all your advice and knowledge.
