Title: Vintage Wooden Item "Hibbard"?

What was this item used for? Says "Hibbard" on front. I couldn't find it on eBay. :( Thank you!

You have a wooden barrel spigot ("spicket" in some areas), sold by Hibbard, Spencer & Bartlett hardware.
